The HUD Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) is the annual competitive process through which communities secure federal funding to end homelessness. Each year, the Kansas Balance of State CoC works with local partners to submit a Consolidated Application on behalf of eligible housing and service providers across 101 counties.

Eligibility & Project Types

Who can apply, what can be funded, and baseline requirements for participation in the Kansas Balance of State CoC competition.

Who Can Apply

    • Nonprofit organizations with 501(c)(3) status
    • Units of local or state government
    • Public Housing Agencies (PHAs)
    • Federally recognized tribal governments and tribally designated housing entities (TDHEs)

Applicants must meet eligibility under 24 CFR part 578 and the McKinney-Vento Act. Individuals and for-profit entities are not eligible.

Eligible Components

PSH RRH TH Joint TH/RRH* SSO - Street Outreach HMIS CES

*New Joint TH/RRH projects are not permitted. Only renewals are eligible in FY 2025.

Key Requirements

    • HMIS Participation: Required unless the organization is a victim service provider (VSP), in which case a comparable database must be used.
    • Coordinated Entry: All projects must participate in the CoC’s coordinated entry system unless exempt (e.g., VSPs with compliant alternate systems).

Additional requirements are detailed in the HUD FY25 NOFO, CoC’s Written Standards and HUD’s regulatory guidance at 24 CFR part 578.

          Letter of Intent Submissions

          Letters of Intent for renewal and new project applications submitted by the local deadline with all required narratives and attachments.

          Review, Score & Rank

          Conflict‑free review panel scores applications against published criteria; reallocation and funding recommendations drafted.

          Public Posting & Appeals

          Preliminary ranked list is posted for public notice. Applicants may file appeals within the stated window.

          e-snaps Project Applications

          Selected applicants complete and submit the official HUD project application in e-snaps by the local deadline. Applications are then routed to the CoC for review and inclusion in the Consolidated Application.

          Final Ranking & HUD Submission

          Appeals resolved; final ranking adopted and posted. Consolidated Application submitted to HUD by the national deadline.
