Key dates, requirements, and resources for the FY2025 CoC competition.
The HUD Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) is the annual competitive process through which communities secure federal funding to end homelessness. Each year, the Kansas Balance of State CoC works with local partners to submit a Consolidated Application on behalf of eligible housing and service providers across 101 counties.

NOFO Release
Official publication of the FY 2025 NOFO in the Federal Register and HUD Exchange.
Local Competition Opens
Local material is released for review by the Collaborative Applicant.
Letters of Intent Due
Submit LOIs to be considered for new, renewal, reallocated, or bonus project funding.
CoC Review & Ranking
Panel review, scoring, and prioritization of project applications per NOFO requirements.
HUD Submission Deadline
The complete Consolidated Application must be submitted via e-snaps.

Eligibility & Project Types

Who Can Apply

- Nonprofit organizations with 501(c)(3) status
- Units of local or state government
- Public Housing Agencies (PHAs)
- Federally recognized tribal governments and TDHEs
Applicants must meet eligibility under 24 CFR part 578 and the McKinney-Vento Act. Individuals and for-profit entities are not eligible.
Eligible Components
*New Joint TH/RRH projects are not permitted. Only renewals are eligible in FY 2025.
Key Requirements

- HMIS Participation: Required unless the organization is a victim service provider (VSP), in which case a comparable database must be used.
- Coordinated Entry: All projects must participate in the CoC’s coordinated entry system unless exempt (e.g., VSPs with compliant alternate systems).
