The Kansas Balance of State Continuum of Care (CoC) Gap Analysis Report is a critical component in addressing homelessness within specific geographic areas. This report essentially assesses the gaps in services and housing within a CoC’s region, identifying the needs that are not being met for homeless individuals and families.

• Purpose of the Gaps Analysis Report: This report aims to identify the disparities between the needs of the homeless population and the resources currently available, including housing, supportive services, and program funding. The analysis helps in understanding where more attention or resources are needed and what specific types of interventions are most necessary.

• Components Analyzed: Typically, the report analyzes various components of homelessness services, including the availability of emergency, transitional, and permanent housing; the capacity of service provision like healthcare, mental health services, and substance abuse treatment; and the adequacy of funding to cover these services.

• Outcome of the Analysis: The findings from the Gaps Analysis Report guide strategic planning for the CoC. It informs decisions on the allocation of resources, adjustments in service delivery, and priorities for grant applications. The report also supports advocacy efforts by providing concrete data on the needs within the community.

• Impact on Local Strategies: Based on the gaps identified, local governments, non-profit organizations, and other stakeholders can develop targeted strategies to address specific needs, apply for funding, and optimize the use of existing resources to reduce homelessness.

The Point-in-Time (PIT) count is a count of sheltered and unsheltered homeless persons on a single night in January. HUD requires that Continuums of Care conduct an annual count of homeless persons who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. Continuums of Care also must conduct a count of unsheltered homeless persons (odd numbered years).

The Housing Inventory Count (HIC) is a point-in-time inventory of projects within your CoC that provide beds and units dedicated to serving persons who are homeless. It is intended to provide HUD and CoCs with information about the shelter and housing capacity of homeless crisis response systems. It should reflect the number of beds and units available for occupancy on the night designated for the count that are dedicated to serve persons who are homeless (and, for permanent housing projects, persons who were homeless at entry), per the HUD homeless definition.
