Kansas Balance of State CoC

The Kansas Balance of State Continuum of Care (KS BoS CoC) is a collaborative network of partners working to end homelessness across 101 of Kansas’ 105 counties—excluding Johnson, Sedgwick, Shawnee, and Wyandotte counties, which operate their own local CoCs.

We believe that housing is a basic human right, and our mission is to ensure that every person in Kansas has access to a safe, stable, and permanent place to call home.

Our Continuum brings together nonprofits, housing and service providers, healthcare professionals, government agencies, advocates, and people with lived experience to coordinate services, align resources, and drive long-term solutions to homelessness.

Who can apply?

Membership in the Kansas Balance of State Continuum of Care (KS BoS CoC) is open and free to all parties who support the mission of ending homelessness across Kansas. If you reside, work, or provide services within the KS BoS CoC’s 101-county region—excluding Johnson, Sedgwick, Shawnee, and Wyandotte counties—you’re encouraged to become part of this collaborative network.

We welcome organizations of all types and sizes, as well as unaffiliated individuals who want to contribute their voice, experience, and energy to solving homelessness in our communities. Whether you’re a seasoned provider or simply a passionate Kansan who believes housing is a basic human right, there’s a place for you in the Continuum.

Organizational members may include:
➡️ Homeless service providers, housing programs (RRH, PSH, affordable housing), behavioral health agencies, domestic violence shelters, health clinics, government offices, faith-based organizations, education partners, veterans’ groups, youth programs, workforce services, legal aid providers, and more.

Individual members may include:
➡️ People with lived experience of homelessness, local advocates, community volunteers, students, researchers, educators, landlords, faith leaders, and concerned citizens.

We especially encourage membership from rural and frontier communities, new or emerging service providers, and individuals from groups historically underrepresented in homelessness response efforts.

There is no cost to join, and applications are accepted year-round. Membership offers opportunities to learn, connect, vote on key decisions, participate in working groups, and help shape the future of housing and homelessness services in Kansas.

Membership Types

There are 3 types of CoC membership: General (non-voting), Organizational Representative (voting), and Unaffiliated Individual (voting).

General

General membership is open to any individual, whether or not they are affiliated with an organization.
Multiple individuals affiliated with the same organization may participate in general membership.

Organizational Representative

Voting membership of the CoC shall be limited to only one voting member per organization, to ensure that no organization has more representation or input than another. Organizational affiliation is defined as being an employee or board member of an organization. Organizations may designate a primary and alternate voting representative. Organizations can have multiple representatives actively participate in CoC general membership, but only one person per organization may cast a vote on any given CoC decision.

Unaffiliated Individual

Individual persons who are not affiliated with a represented organization may apply for an individual membership.
Individuals that are affiliated as employees or board members with a member organization are not permitted to be individual voting members, but may apply for general membership.
